Sarawak's Senior Citizens' Health Benefit program has faced a significant setback as the government has suspended a panel clinic and is investigating another for alleged breaches. The Ministry of Women, Childhood, and Community Wellbeing Development, led by Dato Sri Fatimah Abdullah, has taken decisive action to ensure transparency, accountability, and the protection of senior citizens' welfare. The ministry received public complaints and monitoring officer reports regarding several panel members who violated the memorandum of agreement (MoA). The misconduct included unauthorized medical product distribution, misuse of SCHB quotas by ineligible individuals, and the issuance of questionable receipts while failing to provide medical services in line with approved items. These actions directly contravene the guidelines and conditions set forth in the MoA, including the misuse of quotas under the SCHB program. The ministry has initiated audits, adjudication processes, and in-depth investigations against the clinics involved, emphasizing the need for private clinics to uphold integrity and fully comply with signed agreements, including approved medicine prices and services. The sustainability of the SCHB program is not in jeopardy, as monitoring mechanisms, compliance controls, and system improvements will continue to be strengthened to maintain the program's effectiveness and credibility. All clinical panels are reminded to strictly adhere to the agreement, practice high integrity, and prioritize patients' interests, aligning with the government's goal of providing meaningful healthcare support to senior citizens. Clinics found in continued violation after audits may face warnings, suspension, or permanent removal as the SCHB panel. The SCHB program offers cashless treatment of up to RM500 per year to Sarawakians aged 60 and above with a household income below RM7,000 at registered panel clinics. As of December 19, 2025, over 212,000 senior citizens have registered for this benefit. The program currently involves 286 registered panels statewide, including 177 medical clinics, 97 dental clinics, and 12 specialist hospitals.
